WebHDDs have to physically spin up their disks every time they are turned on. That causes more wear to the moving parts than having them spinning continuously. Then again having them run continuously will cause a higher power usage and requires sufficient cooling, otherwise the HDD's lubricants will suffer. There is no easy 'right' answer here.
